Abstract

Pembangunan dapat dipahami sebagai suatu proses perubahan sistem sosial ekonomi oleh keinginan suatu negara untuk mencapai tujuan pembangunan, yaitu proses perubahan sosial. Oleh karena itu, peran komunikasi dalam pembangunan harus dikaitkan dengan arah perubahan tersebut. Penelitian ini menggunakan pendekatan kualitatif terhadap lingkungan alam yang bertujuan untuk menjelaskan fenomena yang terjadi dan dilakukan dengan melibatkan berbagai metode yang ada. Pembahasan penelitian ini antara lain menyangkut transparansi pelaksanaan pembangunan fisik dan tanggung jawab pencegahan potensi penyalahgunaan. Pemerintah desa harus mampu memberikan informasi yang terbuka dan jujur ??kepada masyarakat. Kajian ini menyimpulkan bahwa idealnya kader desa dapat menjalankan fungsinya sebagai humas desa atau pengelola informasi dan dokumen, serta berkewajiban memberikan informasi secara terbuka dan jelas kepada masyarakat serta bertanggung jawab penuh
