Abstract

The handling of connectivity cases involving Indonesian National Armed Forces (TNI) soldiers and civilians represents a special form of authority within the Indonesian judicial system. The Military Police Detachment plays a strategic role in the processes of investigation, detention, and case submission to the court, as regulated in the Commander of the Indonesian National Armed Forces Regulation Number 28 of 2024 concerning the Settlement of Connectivity Cases. This study aims to analyze the effectiveness of the Military Police Detachment’s functions in handling connectivity cases within the Indonesian Army (TNI AD), particularly in relation to the parameters of absolute judicial competence and the legal certainty in the establishment of permanent investigative teams. The research employed a juridical-normative and juridical-empirical approach, with data collected through literature review and interviews with military law enforcement officers. The findings indicate that the role of the Military Police Detachment has not yet been fully optimal due to the ongoing disharmony of authority between the general and military courts, as well as limited coordination among law enforcement agencies. Therefore, regulatory reform, strengthened inter-agency cooperation, and continuous oversight are needed to ensure the settlement of connectivity cases that is fair, balanced, and protective of the human rights of military personnel.
